Minutos después de visitar el controversial centro de llamadas al 911 de DC, la miembro del Concejo de DC Brooke Pinto dio a conocer una serie de reformas propuestas diseñadas para proporcionar más supervisión y transparencia.

Al anunciar las medidas, Pinto dijo: “Tenemos que tener un centro de llamadas al 911 que esté lleno de transparencia, precisión y velocidad. Los residentes y visitantes de DC se lo merecen”.

El centro, cuyo nombre oficial es Oficina de Comunicaciones Unificadas de DC (OUC, en inglés), cube ser uno de los más activos del país, respondiendo a casi 1,8 millones de llamadas de emergencia al año. Según la propia admisión de DC, el sistema ha tenido 18 cortes este año (8 de ellos generalizados), casi todos desde fines de mayo.

Durante un corte en julio, un bebé de 5 meses murió, ya que los registros de llamadas ahora muestran confusión sobre qué unidades enviar. No está claro si una respuesta más rápida podría haber salvado la vida del niño. La directora de la OUC, Heather McGaffin, indicó el mes pasado que ninguna persona de su equipo period culpable.

Ahora McGaffin se verá presionada a hacer más para arreglar el preocupante sistema e informar a los residentes de DC sobre el progreso y los problemas.

Pinto, presidenta del Comité Judicial del Concejo, se comprometió a celebrar audiencias de supervisión mensuales para determinar qué es lo que se necesita arreglar en el centro 911 a partir de este mes. La funcioaria agregó que realizará visitas sin previo aviso al centro cada dos semanas.

“Las soluciones no siempre se incluyen en una nueva ley o una nueva concept”, destacó Pinto el lunes. “También requiere un seguimiento y una supervisión diarios para asegurarse de que la agencia, como usted cube, cumpla con su parte del trato, siguiendo la ley”.

Además, Pinto está proponiendo una ley que obligaría a la OUC a publicar informes posteriores a la acción dentro de los 45 días de posibles fallas del 911 que resultaron en lesiones graves o muertes. Los informes incluirían registros detallados de las llamadas al 911, transcripciones de las llamadas y sus grabaciones. La dirección del 911 de DC no ha publicado esas grabaciones en el pasado, citando problemas de privacidad de las personas que llaman.

Los informes posteriores a la acción serían realizados por la Agencia de Seguridad Nacional y Gestión de Emergencias de DC con la contribución de la OUC, la policía de DC y los bomberos y servicios médicos de emergencia de la ciudad. Esto permitiría a la OUC ser parte de su propia revisión.

Cuando se le preguntó sobre una agencia externa que realiza las revisiones, Pinto dijo a nuestra cadena hermana News4 que la participación de la policía y los bomberos de DC fomentaría la transparencia.

“No se trata de un juego de culpas. Se trata de una mirada seria a lo que salió mal para que podamos hacer mejoras”, resaltó.

Las preguntas a la OUC y al private de la alcaldesa sobre la propuesta no fueron respondidas el lunes por la tarde.

En una declaración, un portavoz de la OUC le dijo a News4: “La OUC está comprometida con la transparencia sobre cómo evaluamos críticamente el desempeño para comprender las causas fundamentales, integrar las mejores prácticas e implementar rápidamente los cambios para mejorar continuamente el servicio del 911 para el Distrito de Columbia”.

Esta es la última, pero no la primera vez, que el Concejo del Distrito de Columbia ha intentado obligar a rendir cuentas al centro del 911. El Concejo ya aprobó una ley que ordena la publicación de los tiempos que muestran cuánto tiempo realmente tarda una llamada en ser despachada. La OUC no ha cumplido con esa parte de la ley, y en su lugar ha publicado otros datos. Pinto informó que le dijeron que sucederá antes del 1 de octubre. La OUC no hizo comentarios cuando el equipo de investigación le preguntó al respecto.

En las últimas semanas, el equipo de investigación de News4 ha informado sobre los cortes, la investigación policial y los problemas de private de larga information.

El equipo de la alcaldesa de DC, Muriel Bowser, dio a conocer un plan de 22 puntos para solucionar los problemas de la OUC. Lo más destacado es que incluía tecnología mejorada para reducir los cortes. Pero gran parte de esto no se logrará de la noche a la mañana. Por ejemplo, los líderes de DC dijeron que la solución tecnológica para reemplazar los servidores obsoletos podría llevar meses.

El Concejo no está actualmente en sesión, pero volverá a reunirse a finales de este mes.
